Opposition leaders Mousavi and Mehdi Karoubi say the vote was rigged but authorities deny allegations of fraud and say the June election was the "healthiest" Iran has had in three decades.

Thousands of people, including senior reformers, were detained after the vote for fomenting unrest. Most of them have since been released, though more than 80 people have received jail sentences of up to 15 years.

Two people who were put on trial after the election have been executed.

Separately Thursday Kaleme quoted Mousavi as saying the opposition movement would "stand until we reach our goals."

Rahnavard called on the authorities to release all pro-reform detainees and to respect "freedom of expression and thought."

TORONTO/NEW YORK (Reuters) - Fertilizer maker CF Industries (CF.N) formally launched an exchange offer for all of the outstanding shares of Terra Industries (TRA.N), claiming its offer is superior to Yara"s current offer for the company.

Earlier this week, CF relaunched its hostile bid for Terra, betting that a higher price of $4.75 billion would help it break up Terra"s planned takeover by Norway"s Yara International (YAR.OL).

Terra said its board will review the offer and contrast it with Yara"s offer. The company did not provide a timeline for the review and encouraged its shareholders to do nothing in the interim.

Shares of Terra rose 2.1 percent to $45.72 in afternoon trading, while shares of CF were down 3.5 percent at $104.48.

CF"s bid for Terra had already been cleared by regulatory authorities when it was originally proposed a year ago.

"Any offer from Yara must be heavily discounted since it would take at least four months to close, compared to under 30 days for our offer," CF Chief Executive Stephen Wilson said in a statement.

"Yara"s offer should be discounted further for the significant risks to closing, such as a required two-thirds stockholder vote, required legislative action, and U.S. and European anti-trust approvals," he said.

CF said its exchange offer will expire on April 2.

CF, which is currently fighting off a hostile takeover attempt from Agrium Inc (AGU.TO), said its offer consists of $37.15 in cash and 0.0953 CF share for each Terra share, or about $47.46 based on Thursday"s closing prices.

Jeffrey Doppelt, who says he controls about 147,500 shares of Terra together with his family, called CF"s boosted offer "fair" and said he would be surprised if it did not go through.

"I think this is a deal that makes sense," Doppelt told Reuters. "I certainly like this deal better than an all-cash one."

The deal would dilute the stake of current CF shareholders and would create one of the continent"s largest producers of nitrogen, an essential fertilizer for farmers.

Entergy wants to keep chief choice in Louisiana

NEW YORK (Reuters) - Entergy Corp"s Louisiana power companies filed with Louisiana utility regulators last week to continue early development activities for possible construction of a nuclear power plant at the River Bend site.

In a release, Entergy, of New Orleans, said it has not decided to build a new reactor but wanted to keep the option available to remain in the running for any federal incentives that may be available.

The U.S. Department of Energy, which can now distribute $18.5 billion in loan guarantees for new nuclear reactors, is seeking an additional $36 billion of funding.

Since 2007, energy companies have filed with the NRC to build more than 25 new reactors.

Entergy said the Louisiana utilities, which serve more than a million homes and businesses, need more baseload power from plants that operate around the clock like nuclear reactors.

In addition, new nuclear would allow Entergy to diversify generation resources away from natural gas, which provides about half of the electricity in Louisiana.

Entergy said existing nuclear units saved customers hundreds of millions of dollars in fuel costs and stabilized electricity costs when natural gas price spiked. Natural gas sold for over $13 per million British thermal unit during the summer of 2008 before dropping to below $3 during the autumn of 2009.

Unlike natural gas and other fossil fuels, nuclear plants produce no carbon dioxide, a valuable feature if the U.S. government slaps a price on carbon to fight global warming.

Entergy said a new plant could be built as soon as 2024. In 2008, Entergy filed with the U.S. Nuclear Regulatory Commission to build a new General Electric Co/Hitachi Ltd 1,550 MW Economic Simplified Boiling Water Reactor (ESBWR) at River Bend.

That unit might have cost about $6.2 billion based on an industry estimate of $4,000 per kilowatt, but Entergy and GE Hitachi could not come to terms, so Entergy asked the NRC to suspend its application.

Through January 31, Entergy said its Louisiana companies spent about $50.5 million in early nuclear development costs related to River Bend.

River Bend is located in St. Francisville in West Feliciana Parish about 24 miles north-northwest of Baton Rouge.

WASHINGTON (Reuters) - Bank of America will on Wednesday announce plans to start forgiving mortgage loan principal for troubled homeowners who owe more than 120 percent of their home"s value or are battling ever-expanding "negative amortization" loans.

According to a summary of the program obtained by Reuters, Bank of America pledged to offer an "earned principal forgiveness" of up to 30 percent in two stages. The lender will first offer an interest-free forbearance of principal that the homeowner can turn into forgiven principal annually over five years, provided they stay current on their payments.

The forgiveness can allow a homeowner to bring the loan value back down to 100 percent of the home"s value over five years, according to the plan, confirmed by sources close to the matter.

The plan, to begin in May, is among the first by a U.S. mortgage lender that takes a systematic approach to reducing mortgage principal to tackle the thorny issue of preventing foreclosures when home values drop well below the amount owed.

A Bank of America spokesman declined comment.

Announcement of the program in Washington comes as U.S. lawmakers and housing advocates are becoming increasingly vocal about the need for principal writedowns in order to save homes on a large scale. Amid stubbornly high unemployment, homeowners are seen as more likely to simply abandon an unaffordable mortgage when they have no equity or are deep "underwater" on the loan.

The U.S. Treasury"s mortgage modification program has largely relied on reducing interest rates, and has been criticized for failing to address a steep and painful reduction in home values.

The announcement also will come two days after two Washington state residents sued Bank of America for allegedly reneging on a promise it made to modify troubled mortgages when it took $25 billion in taxpayer bailout money.

The lawsuit alleged that the lender has "seriously strung out, delayed and otherwised hindered" modifications because it had financial incentives to do so.

NEGATIVE AMORTIZATION LOANS TARGETED

Under the plan, Bank of America also will slash the principal balance on the worst of the high-risk mortgages written during the height of the housing boom, the so-called "payment option" adjustable rate mortgages that had a negative amortization feature that allowed the principal balance to grow.

On such loans that are delinquent and in danger of imminent default, the lender will announce that it will cut principal to as low as a 95 percent of the property"s value.

Bank of America lender also will expand its modification program to consider payment reductions on prime hybrid adjustable rate mortgages that have floating interest rates after two years and will extend its National Homeowner Retention Plan by six months until the end of 2012.

The bank expects to be operationally ready to start the earned principal reduction plan in May. It plans to identify mortgages that may be eligible for these programs and proactively contact homeowners to request documents to verify eligibility.
